The earliest acknowledged quote-unquote “comic book” dates back to 1837. The Adventures of Obadiah Oldbuck was published in several languages and was done by Switzerland’s Rudolphe Töpffer. Dartmouth College Library has the comic for your viewing here.

Rodolphe Töpffer was a Swiss teacher, author, painter, cartoonist, and caricaturist that was best known for his illustrated books, which have becomes known as Europes earliest comics.

Histoire de M. Vieux Bois was originally published in 1837 and released in 1842 in the U.S. as The Adventures of Obadiah Oldbuck. Each page has one to six captioned cartoon panels, in a form similar to modern comics.
